Abstract
Introduction: Research on multi-actor approaches in cultural contexts has become increasingly important as attention to collaborative governance, heritage management, tourism, and sustainable territorial development continues to grow. However, the literature on this topic remains dispersed across different fields and has not been widely mapped in a systematic manner. This study aims to examine the development of scholarly publications on multi-actor approaches in culture.

Method: This study employed a bibliometric approach with a PRISMA-style identification and screening process. Data were retrieved from the Scopus database and limited to 52 journal articles published between 2013 and 2026. The analysis was conducted using RStudio to identify publication trends, source productivity, citation performance, authorship structure, and keyword occurrence.

Results: The findings show that this topic has experienced considerable growth, with an annual growth rate of 13.18%. The literature is distributed across 44 different sources, indicating its interdisciplinary character. The authorship structure is collaborative, with an average of 3.52 authors per article. Keyword analysis identifies stakeholder as the central theme, closely associated with decision making, sustainable development, governance approach, and co-creation.

Conclusions: These findings confirm that multi-actor approaches have become an important perspective for understanding cultural governance. The novelty of this article lies in offering a bibliometric mapping specifically focused on cultural contexts, while also providing direction for future research and practice that is more comparative, critical, integrated, and participatory.

Abstract
Introduction: The objective of this study is to analyze the role of the General Election Supervisory Agency (BAWASLU) in realizing election justice within the framework of legal philosophy, examining various dynamics of electoral legal issues in Indonesia, including vote-buying and violations of civil servant neutrality

Method: This study employs a normative legal method using a legislative and theoretical approach, through a literature review

Results: The research findings reveal that although BAWASLU has undergone a transformation of its authority to adjudicate election violations under Law No. 7 of 2017, the effectiveness of election law enforcement still faces serious obstacles, including time constraints in handling cases, evidentiary standards, and overlapping authority with other institutions such as the General Election Commission (KPU), the Police, and the Prosecutor’s Office.

Conclusions: The transition of BAWASLU’s oversight functions toward a more autonomous adjudicative role indicates progress toward fairer elections. Accordingly, this study recommends regulatory reform to align BAWASLU’s authority with that of other judicial institutions, thereby preventing overlapping jurisdictions. The Government and the House of Representatives should also strengthen the enforceability of BAWASLU decisions to promote legal certainty and uphold electoral justice

Abstract
Introduction: The recognition of village customary institutions in Indonesia has undergone a fundamental transformation following the enactment of Government Regulation No. 55 of 2025. For decades, these institutions functioned merely as symbolic cultural ornaments without substantive juridical authority within the national legal architecture, despite their constitutional recognition under Article 18B paragraph (2) of the 1945 Constitution. This study examines the paradigm shift positioning village customary institutions as active legal subjects empowered to handle customary criminal offenses through the doctrine of living law embodied in Article 2 of Indonesia's new Criminal Code. The research aims to analyze how regulatory provisions transform the legal status, duties, and authority of these institutions from rhetorical recognition into functional recognition with legally binding force.

Method: The research employs a qualitative method with a normative legal approach, combining statutory, conceptual, and historical analysis. Primary legal materials, particularly Government Regulation No. 55 of 2025, are synthesized with secondary materials including scholarly works on living law theory by Eugen Ehrlich and recognition theory by Axel Honneth. Systematic document review and literature analysis serve as data collection techniques.

Results: The findings reveal a substantial upward shift across four institutional dimensions: legitimacy increased from 30 to 95, criminal jurisdiction from 10 to 85, judicial capacity from 20 to 90, and fiscal autonomy from 40 to 75.

Conclusions: Village customary institutions now possess authority to conduct deliberations involving the civil service police unit, with decisions enforceable through district court rulings, while codification through regional regulations functions as a constitutional filter ensuring alignment with Pancasila and human rights.

Abstract
Pendahuluan: Rendahnya produktivitas dan kinerja Aparatur Sipil Negara (ASN) di Indonesia dipicu oleh lingkungan kerja yang tidak mendukung. Penelitian ini mengkaji dampak simultan dari lingkungan kerja fisik dan non-fisik terhadap kondusivitas tempat kerja guna mendukung reformasi birokrasi dan peningkatan kinerja.

Metode: Dengan menggunakan pendekatan eksplanatori kuantitatif dan metode sensus, penelitian ini menganalisis 31 responden ASN di Sekretariat Daerah Pemerintah Kota Kupang. Data yang dikumpulkan melalui kuesioner (skala Likert 1-5), wawancara, observasi, dan dokumentasi dianalisis menggunakan regresi linier berganda.

Hasil: Sebagian besar responden memiliki kapasitas kerja yang optimal (usia produktif, laki-laki, lulusan sarjana, masa kerja 1-10 tahun). Analisis regresi menunjukkan bahwa lingkungan kerja fisik dan non-fisik memiliki pengaruh positif dan signifikan terhadap kondusivitas tempat kerja, baik secara parsial maupun simultan. Lingkungan kerja fisik merupakan faktor yang lebih dominan, dan koefisien determinasi (R²) mencapai 52,2%.

Simpulan: Kedua lingkungan tersebut secara signifikan menentukan kondusivitas tempat kerja. Instansi pemerintah harus secara komprehensif meningkatkan aspek fisik (fasilitas, pencahayaan, kenyamanan) dan aspek non-fisik (komunikasi, hubungan, kepemimpinan) untuk mendukung kinerja ASN secara optimal.
